UAE Government Innovation Framework launches new phase focused on impact and results

Dubai, November 18 / WAM / The Mohammed bin Rashid Center for Government Innovation (MBRGI) has launched the second version of the Government Innovation Framework, coinciding with the 10th anniversary of its establishment, in an initiative that aims to start a new phase of government innovation in the UAE, building on the successes and achievements achieved over the past years, and focusing on a comprehensive update of the innovation journey based on the impact and results associated with the mechanism of action of the UAE government, and strengthening the role of innovation executives in government agencies through detailed tasks and responsibilities.

The Mohammed bin Rashid Center for Government Innovation developed the new version of the Government Innovation Framework as part of its efforts to ensure the sustainability of developing government innovation practices and employing it to support the efforts of ministries and government entities to develop their work and design and implement their projects related to national priorities.

H.E. Huda Al Hashimi, Assistant Minister of Cabinet Affairs for Strategic Affairs, emphasized that the new version of the UAE Government Innovation Framework keeps pace with the directives and visions of the wise leadership, focusing government work on positive impact, results and accelerating achievements, and focuses on providing tools and solutions to enable federal government entities to plan, design and implement innovative solutions and initiatives.

She said that the announcement of the new framework, coinciding with a decade since the launch of the Mohammed bin Rashid Center for Government Innovation, is part of the center's efforts and initiatives to establish a new decade of government innovation in the UAE, which establishes innovation as a strategic element of work and a key factor in driving the process of government transformation and accelerating the implementation of future national priorities and goals.

She added that the new phase of innovation focuses on CEOs and emphasizes the importance of their role in implementing the new government innovation framework to ensure tangible and sustainable results that enhance government capabilities, achieve results and impact, and meet the requirements of the future.

The Mohammed Bin Rashid Center for Government Innovation (MBRGI) organized an introductory workshop for the Chief Innovation Officers of federal ministries and government entities, during which Abeer Tahlak, Director of MBRGI, gave a presentation on the details of the new framework and its main themes and sections.

The Government Performance Team at the Cabinet Office of the Ministry of Cabinet Affairs reviewed the new updates to the innovation performance indicators, which are based on the evolution of the UAE's innovation journey and the national targets and priorities in this area.

The workshop participants designed and developed an action plan to promote innovation in ministries and government entities, including strategic priorities, mechanisms for adopting new innovation concepts and tools to achieve impact, as well as initiatives to increase innovative competencies in the entities.

The framework provides new mechanisms and tools for innovation planning in line with the strategic priorities of each entity, and aims to develop capacities to ensure that ideas are transformed into projects on the ground that benefit various segments of society.

The framework enables government entities to nurture the innovation process from concept development to impact realization, while promoting the spirit of exploration and design to support the achievement of strategic goals in various sectors.

The innovation process adopted by the new framework is based on 3 pillars, including innovation practices, innovation drivers and innovation tasks. The framework defines the mechanisms for planning, designing and implementing innovation, by introducing new determinants that make innovation a strategic element in government work, and mainly aims to consolidate the role of innovation in driving the transformation process in all strategic priorities of the government.

The framework focuses on three main phases, including streamlining the stages of innovation, keeping pace with the evolution of government planning processes, designing and implementing government initiatives and programs, enabling leaders and entities to ensure effective planning, in which innovation is integrated with government goals and strategies.

The second stage is based on achieving alignment and integration with national strategies and priorities, by transforming ideas into viable prototypes that are ready for implementation.

The third phase focuses on enhancing government coordination and integration to establish a new model for government innovation in the UAE by maximizing the impact of innovation across the government.

The new framework defines the roles and responsibilities of government innovation CEOs in building capacity, promoting the spirit of innovation and making it an organizational culture, and working to create an environment that stimulates and encourages the development of creative and qualitative solutions and innovations that have a significant and sustainable impact on the work system.

The framework also focuses on the pivotal role of CEOs in developing plans that align with their organizations' strategic goals, conducting periodic studies that identify current and future challenges and opportunities, developing new tools for innovation, engaging employees in the development and implementation processes, and building strategic partnerships with different sectors to enhance innovation capabilities.

In its second edition, the Government Innovation Framework adopts a results-based vision and achieves impact by focusing on identifying opportunities and challenges, drawing inspiration from local and global innovations, developing new solutions, and seeking to promote innovative capacity building initiatives in the areas of focusing national priority programs and supporting the implementation of effective innovations, after verifying their impact and effectiveness using prototypes and piloting.

The new government innovation framework focuses on making an impact on the lives of community members, supporting the priorities of the national agenda and priority programs in each entity, developing innovative services and policies, transforming government processes to become more innovative and achieve impactful results, and laying the foundations for exploration, experimentation and accelerating the development of prototypes

The framework defines updated performance indicators that correspond to the stages of innovation, aiming to ensure that innovation contributes to achieving government priorities and supports innovators in government agencies. It measures innovation levels, monitors the rate of employee suggestions and the rate of ideas implemented, in addition to the number of improvements in government processes and services. The framework adopts a composite indicator that measures the level of leadership in the effectiveness of applying innovations in government agencies.

The Mohammed bin Rashid Center for Government Innovation adopts a methodology based on three pillars: innovation enablers, innovation tasks, and innovation platforms.

The center's methodology and pillars are in line with the objectives of the UAE Vision 2031, and reflect the center's constant endeavor to establish a supportive environment for innovation that stimulates building the capabilities of individuals through an integrated innovation ecosystem, and enhancing the UAE's leadership as a global innovation center.
